The German legislature clearly defines the legal framework for mobile communications. It has established exposure limits that control the emissions of mobile network installations and guarantee the public’s safety.
These exposure limits are based on current research and follow the recommendations of independent national and international committees. The independent Federal Network Agency for Electricity, Gas, Telecommunications, Post and Railway (Bundesnetzagentur) regularly checks compliance with exposure limits.
Apart from controlling direct emissions, the government provides the public with detailed information about mobile telephony and the environment, and promotes further scientific research into electromagnetic fields. Mobile network operators, as part of their voluntary commitment to the government, have agreed to provide better information for the consumer, improve their dialogue with local authorities and to finance research into electromagnetic fields.
